Morning Briefing
In this edition of the Jumpline, I will provide a basic overview of different types of
leave – Annual, Holiday and Sick. This
article will focus on leave as it relates to
Operations Personnel who work 96 hours
per pay period. In a future article, I will
provide a leave overview for those personnel who work 40 hours per week.
Each holiday provides the member with either 12 hours of holiday time or 12 hours of pay at the employee’s regular rate.
The member can select whether to ‘bank’ the 12 hours or to
be paid for the 12 hours. If you desire to be paid for the holiday, contact your PAR holder and advise him/her that you are
requesting payment for the holiday. An alternate option is to
make the request for payment using the comment section of
your ePAR.
Hours worked:
In Operations, each member is scheduled to work 2,496 hours
per year, which is the equivalent of 104 shifts. There are 26
pay periods in a year and each pay period has 96 hours which
equates to a 48-hour work week.
Members who choose to ‘bank’ their time will have those 12
hours placed in their holiday leave bank. Members are able to
accrue all earned Holiday Leave without limit. (CBA Art 10.3)
Annual Leave:
Annual leave is accrued at 96 hours per year.
Annual leave may be accrued up to 750 hours and will be paid
upon separation. (CBA Art 10.4.F)
Annual Leave Bonus:
•
To recognize the length of continuous County service, employees are granted additional annual leave on their leave
anniversary date. The amount of longevity annual leave
earned is based on the number of years of continuous service.
•
The bonus is awarded on the member’s Leave Anniversary
Date.
•

Holiday Leave:
•
There are 13 paid County holidays:
1. New Year’s Day
2. President’s Day
3. MLK Day
4. Law Enforcement Appreciation Day (added in 2022)
5. Memorial Day
6. Juneteenth Day (added in 2021)
7. Independence Day
8. Labor Day
9. Columbus Day
10. Veteran’s Day
11. Thanksgiving Day
12. Black Friday (day following Thanksgiving)
13. Christmas Day
Floating Holidays:
•
In addition to the thirteen County holidays, each member
is awarded three (3) 12 hour ‘floating’ holidays that can be
used at the employee’s discretion. The ‘floating’ holidays
are awarded on October 1st of each fiscal year and subject
to the following limitations.
•
Expire at the end of the Fiscal Year (9/30)
•
May not be taken in hourly segments.
•
No monetary value – Use or Lose.
Sick Leave:
•
Sick leave is earned at the rate of 124 hours per leave
year. (CBA art 14.7.A.1)
•
Sick leave can be accrued without limit.
•
Conversion of unused portion of first 62 hours of sick leave
to annual leave; however, an employee may waive the
conversion upon written request two (2) pay periods prior
to the date of conversion. (CBA art 14.7.A.1)
Birthday Holiday:
•
Members are entitled to a holiday on their birthday each
year.
•
The Birthday Holiday is 12 hours of time off.
•
Can be used on the employee’s birthday or first workday
following the employee’s birthday
•
Can be combined with another type of leave (12 hours) in
order to have the full shift off
•
Expires after 6 months from employee’s birthday.
•
If not used on a member’s birthday, the member can use
the 12 hours during another approved leave period (Vacation, Battalion Day, etc.)
•
May not be taken in hourly segments.
•
No monetary value (use or lose)
Compensatory Time (Comp Time)
•
Employees eligible for overtime pay can request compensatory time in lieu of overtime payment. (CBA Art 7.7)
•
Compensatory time will accrue at the rate of one and onehalf (1 ½) times the time worked For example, if a member
works a 12 hour overtime, he/she will receive a 18 hours
in comp time.
•
May be accrued up to a maximum of 400 hours (CBA Art
7.7)
•
Compensatory time may be used for the same purposes
as annual leave.
•
Compensatory time can be paid out at the member’s hourly rate upon separation.
