Temporary Restricted Duty (TRD)
TRD Review Panel:
A joint labor-management panel convenes
quarterly to review and assist personnel on
TRD assignments.
Panel Composition:
3 Union members.
3 Management members.
Chairperson: Union Bene昀椀ts Of昀椀cer.
Co-Chairperson: A sworn management
member.
Meeting Schedule:
First 12 months of TRD: Quarterly meetings.
13th–48th months: Annual meetings.
Final 12 months (49th–60th): Quarterly
meetings.
Meeting Goals:
Provide guidance and support to expedite a
return to full-duty status.
Address barriers to recovery and ensure compliance with
TRD requirements.
End of TRD Period
At the end of the 60th cumulative month, personnel unable
to perform essential job functions as de昀椀ned by NFPA 1582
19
will undergo an administrative review of their employment status.
Special Waivers
Waiver by Mutual Agreement:
Any terms of this article can be waived through a mutual
written agreement between the Fire Chief and the Union President.
Action Items for Personnel on TRD:
Maintain Documentation:
Ensure a physician provides an updated written recommendation every 3 months.
Plan Appointments:
Provide at least 2 days notice for all medical appointments
and submit proof of attendance upon returning.
Monitor TRD Duration:
Track cumulative TRD time to avoid exceeding the 60-month
limit.
Engage with the TRD Panel:
Attend all scheduled meetings to receive guidance and support.
Understand Restrictions:
Be aware of how TRD duration impacts eligibility for bids,
promotions, managerial roles, and special assignments.
