Table A-III/2 of Section A-III/2 of the
STCW Code for evaluating the
competence “Detect and identify the
cause of machinery malfunctions and
correct faults” requires the following
criteria: ‘The methods of comparing
actual operating conditions are in
accordance
with
recommended
practices and procedures. Actions and
decisions are in accordance with
recommended
operating
specifications and limitations.
However, candidates for an engineer
officer CoC under assessment at
Protect Marine Deck and Engine
Officers of the Philippines are given
access to the malfunctions that the
instructors are able to introduce
during an assessment exercise with
the engine-room simulator.
Therefore, the candidates are not
required to perform any analysis and
diagnosis of the malfunction, which
they
could
simply
infer.
This
invalidated the reliability of any
related criteria defined for assessing
the candidates’ achievement of the
above-mentioned
competence
specified in Table A-III/2 of Section AIII/2 of the STCW Code.
