Therefore, the Philippines’ authorities do
not fully ensure that the system in place for
conducting the practical assessment of
competence of seafarers is structured and
include the methods, means of delivery
and procedures as necessary to provide
the demonstration of competence and the
criteria to evaluate the competence
required under the STCW Code for the
competences concerned and provides
assurance that the candidates for
certification have achieved the prescribed
standards of competence, as required by
the STCW Code.
