1990
In the late 1990s, an increasing number of African Americans found opportunities in corporate
America. However, this didn't help everyone, especially the locally owned businesses which were
facing hardships. The business landscape was transforming with large chain stores emerging in
new commercial areas, often outcompeting smaller, local stores in older districts. To combat this,
local governments, like cities and towns, started initiatives to rejuvenate these declining areas,
providing incentives to businesses willing to establish there.
