Street Manager
Introduction, Impact & Approach

The Department for Transport (DfT) has announced a £10m investment in Street Manager
- a digital planning service to make ‘consistent, accurate data on street works available to
motorists’.
The service, which has been in development for several years, should help drivers plan journeys
better to avoid roadworks and is designed to replace the old Electronic Transfer of Notifications
(EToN) system used by utilities companies and local authorities.
Street Manager is a real-time online application with free access to organisations developing
apps like Google maps, Waze etc. to enable road users to plan their journeys avoiding
roadworks or accounting delays by roadworks. The new platform will also enhance the
capability for multiple utilities and local authorities to work collaboratively, thereby reducing road
occupancy.
The impact
This will have a huge impact on most of
the contracts we currently deliver as EToN
is used either directly or via OptiMUS. The
planning and execution of works on the
public highway will have to be notified via
Street Manager, depending on when our
clients or the Local Authorities we work with
Go-Live.
Time scales, challenges
and our approach
Currently, the DfT is proposing that Street
Manager can be rolled out from November
2019. One of the biggest challenges
in managing this change is that the
decision of going live with Street Manager
is dependent on individual utilities and
local authorities. As one of the leading
service providers in the industry, we need
to be geared up to operate EToN and
Street Manager concurrently to serve our
contracts and manage the phasing out of
EToN.
To do this, we have formed a core project
team and started engaging with the DfT’s
Street Manager project team, charting our
change strategy to successfully handle
what is predicted to be one of the biggest
changes seen by the utility industry.”
