Historically, year in and year out,
regardless of the level of partisan
disagreement or tensions, Congress has
found a way to move tax legislation. Will
the 118th Congress be the exception?
No. It will take some real dealmaking to
get a majority in the House and 60 votes
in the Senate as well as the President’s
signature, but our view is that we will see
some tax legislation move by the end
of 2023. This bill will be driven by the
fact that both parties have tax priorities
they care enough about to be willing to
negotiate on the priorities of
the opposite party.”
