The Environmental Documentation Checklist has 48 items and depends on the project.
The Contractor submits most things, and the Design Team and the Owner must
complete a few. Depending on the Client and Contractor, these items can be sent
directly by the Contractor to the person filing the CON or to the architect for his review
to ensure they meet the EDC requirements. These items are then sent to NYSCON. It is
unnecessary to wait until all the things are prepared to submit. Items should be
submitted as they are completed.
DOH INSPECTION
The Final Phase of the CON is the DOH inspection of the completed project. DOH
inspection is carried out by a Sanitarian from the area office. If the space is a new clinical
space that the organization does not already run (a good example is an ASC), DOH
clinical staff also reviews the project. Since the Sanitarians are extremely busy, schedule
their visit once you know a project completion date. If the competition date needs to
change, the Sanitarians are usually agreeable to changing the date.
Their inspection ensures the facility conforms to the approved floor plan and that all the
required safety and infection control items are in place. Our experience has been that
there is a wide variation in how detailed each Sanitarian is: some inspectors look at only
significant items, and others scrutinize every minute detail. Also, each Sanitarian has
items they place more importance on. It is also not uncommon for the Sanitarian to
question something the BAER already approved. Overall, if you have worked with a
Sanitarian for a long time, they will know your firm’s quality assurance practices and
know that your project is always built to Code, resulting in the process moving along
swiftly, thereby saving costs.
