PATROL DIVISION
Patrol
The goal of the Patrol Division is to provide and promote public safety by
maintaining a constant, visible presence throughout the City, fostering positive relationships with the community, responding to calls for service, and
enforcing criminal and motor vehicle laws. Patrol serves as the “backbone”
of the Police Department, providing the core from which the rest of the
Department operates. The Patrol Division, including Detention and Headquarters personnel, is staffed by 155 officers, 28 sergeants, 8 lieutenants, and
1 captain. These 192 dedicated professionals work to ensure public safety
within the City of Hartford on a 24/7 basis, 365 days a year.

In 2020, the Hartford Police Department logged over 318,135 calls for service. 66,981 calls were received from citizens and 251,154 calls were officer
initiated. These calls ranged from simple well-being checks and directed
patrols to high-risk situations like robberies and shooting incidents. In
2020, officer initiated calls for service increased drastically from previous
years. Officers were increasingly active in their efforts to address the uptick
in violence and address quality of life issues throughout the City.
The Detention Division provides temporary, safe detention for in-custody
offenders until they are released to the State court system. This responsibility includes housing offenders overnight, over weekends, and during holidays. The Detention Division is staffed by 2 civilian public safety detention
officers, 11 police officers, 3 sergeants, and 1 lieutenant.
The Headquarters Division is made up of the officers and supervisors that
work within the Public Safety Complex. Headquarters personnel are responsible for staffing the Teleserve area, handling walk-up complaints in
the lobby as well as calls received for non-emergency police services. In
2020, personnel assigned to Headquarters took on increased responsibility
to meet the challenges of the COVID-19 pandemic. To avoid unnecessary
exposure of officers and the public to COVID-19, the Department modified its response to certain low priority calls for service, which involved
handling some calls for service over the phone. The Headquarters Division
is staffed by 9 police officers and 3 sergeants.
