COMMUNITY SERVICES BUREAU
Northeast District
Northeast District personnel serve the Clay-Arsenal, Northeast,
North Meadows, and Upper Albany neighborhoods of Hartford. Under the direction of North Community Services Bureau
Captain Ian Powell, the Northeast District is staffed by a District
Commander, Lieutenant Luis Ruiz, one sergeant, four Community Service officers and six walk beat positions. The four Community Service Officers are assigned to the Upper Albany, Clay
Arsenal, and Northeast neighborhoods as well as our citywide
faith-based Community Service Officer. Walk beat officers are assigned to the Northeast, Upper Albany, and Clay Arsenal neighborhoods.
The Hartford Police Department participated in the 1st Annual National Faith & Blue Weekend on
October 10, 2020. Faith & Blue Weekend consisted of nearly 1,000 events throughout the country,
bringing faith based organizations together with police departments and other community groups.
The Hartford event, held at the New Antioch Baptist Church, was a chance for members of the
Community Services Bureau and other Officers to come together with members of the community
to share food and conversations.
The Northeast District saw an increase in Part 1 crime of
14.3% from 2019, predominantly due to an increase in
Auto Theft. The District saw decreases in the categories
of Murder and Burglary, with increases in the number of
Robberies, Aggravated Assaults, Larceny, and Auto Theft.
