COMMUNITY SERVICES BUREAU
Community Services Bureau
The Community Services Bureau was established to foster positive and productive police-community relations. By partnering with community leaders, civic organizations, block associations,
non-profit organizations, businesses, faith-based organizations, and concerned individuals, district
personnel work to create solutions for problems that arise within the City’s neighborhoods.
In working with these groups, District officers help strengthen community relations and build trust.
All officers assigned to the districts go through a police bicycle certification program. Officers on
bicycles are often easier to approach and engage, which enables them to have even more interaction
with members of the community. They attend community events, meetings, and address quality
of life issues, such as loitering, littering, trespassing, public drinking, noise complaints, street level
narcotics, and motor vehicle offenses. Community Service officers work with community members on preventative crime measures and solutions. Despite the COVID-19 pandemic, officers were
still engaged with community members through social distancing, personal protective equipment,
and wireless technology. Community service officers are expected to be motivated, proactive, solution-oriented, problem solvers.
In 2020, the Community Services Bureau gained personnel and resources to help meet the needs
of residents during this challenging time. Domestic Violence Response officers were added to focus
on domestic related calls for service. With the support of the Major Crimes Division Domestic Violence Unit, Domestic Violence Response officers focus on responding to domestic violence incidents involving serious assault, the use or threatened use of weapons, or other significant incidents.
Additionally, 24 walk-beat positions were established that the Department will work to staff going
forward. These walk beat officers, like Community Service Officers, are put through a police bicycle
certification program and encouraged to focus on increased interaction with the community. The
Department also made a significant investment in bicycles and equipment to support this expanded
effort. Four sergeants were reassigned to the Community Services Bureau, one to each district, to
assist with operations.
