POLICE DEPARTMENT BUDGET AND GRANTS
2020 Budget and Grants
The FY 2020 Adopted Budget, which covered July 2019 through June 2020, for
the Police Department was $46,627,694, which reflects an increase of $154,201
or 0.3% compared to the FY 2019 Adopted Budget. The FY 2021 Adopted
Budget, which covers July 2020 through June 2021, for the Police Department
was $44,948,288, which reflects a decrease of $1,679,406 or 3.6% compared to
the FY 2020 Adopted Budget.
The Hartford Police Department Planning and Accreditation Division worked
collaboratively with other city departments to secure several grants in 2020.
After the onset of COVID-19, the Planning and Accreditation Division
drafted a grant proposal for the Coronavirus Emergency Supplemental Funding (CESF) Program, a grant program through the Department of Justice
made possible with funds from the CARES Act. The CESF grant was awarded
to the City of Hartford in the amount of $598,041 on June 18, 2020.
The Planning and Accreditation Division worked with the Mayor’s office to
draft a grant proposal to the Connecticut Office of Policy and Management
under the Police and Community Violent Crime Reduction Partnership Project. The submission sought to obtain reimbursement for overtime expenses
incurred related to spikes in violent crime that occurred in the fall of 2020. The
grant was awarded in December of 2020 for a total of $125,000.
Additionally, the Department revised and updated grant applications for the
Department of Justice 2020 COPS Hiring Grant and the 2020 Edward Byrne
Memorial Justice Assistance (JAG) Grant. The City of Hartford was awarded
$168,875 from the JAG grant to address gun related violence and $2,594,279
from the COPS Office to hire 10 Police Officers and fund them for three years.
