5. Reduce inequalities for digital access especially
for those in rural areas
The rural economy is disadvantaged by poor broadband
speed and reliability as well as inadequate mobile phone
networks affecting local businesses and those working
from home. A combination of the older demographic and
the unavailability of high-speed broadband and reliable
mobile phone networks are leading to an increasing
digital gap between urban and rural areas. This is
exacerbated by the increasing number of key services,
such as job search opportunities, banking, education,
and health-related services, that are online or moved
online during the pandemic.
A rank of 1 on the table below, is the most deprived. There
are 333 local authorities in England.

4. Restoring financial resilience to those in debt
Since the start of the pandemic, 11.3 million people in the
UK have experienced a fall in income that affected their
ability to meet day to day costs.8 Ashford is the second
highest district in Kent and Medway at 7.2% per 10,000 of
population to require debt relief orders.9

The average age of mail scam victims is 74. Over half of
people aged 65+ believe they have been a target of a
scam. £1.2 billion is lost to investment scams in the UK
every year, with people aged 65+ particularly likely to be
targeted.7

3. Keeping the vulnerable safe from preventable
harm
Ashford is mid-ranking within Kent districts for elderly
population and yet has the second highest rate of excess
winter deaths at 22.1% compared to the Kent average of
14.7%.6
