FOLKESTONE & HYTHE
The Shepway authority was renamed Folkestone
and Hythe in April 2018. Most of the population
live in the coastal towns of Folkestone and Hythe.
The north of the district mainly consists of villages
interspersed with woods along parts of the North
Downs, while the south features a coastal expanse
of lower lying, periodically reclaimed villages on the
Romney Marsh. The district’s economy is influenced
by the Channel Tunnel Rail Link and the M20, while
tourism and allied retail sectors provide key sources
of employment. Folkestone and Hythe has an older
age profile compared with the county average, with

the highest percentage of people aged 65+ in Kent.
Folkestone and Hythe district is ranked 3rd for the
number of wards which are deprived in Kent, behind
Thanet and Swale. It has four areas that are listed
as among the 10% most deprived in the country,
Folkestone Harbour, Folkestone East, Folkestone
Central and Lydd on the Romney Marsh (IMD, 2019).
Folkestone & Hythe is ranked third most deprived in Kent

1. Supporting people to age well
There is a high prevalence of dementia,55 excess winter
deaths56 and the highest population of over 65’s in
Kent.57 Income deprivation affecting older people
(IDAOPI) is highest in the urban area of Folkestone.58

Sun Lane Surgery in Hythe has the highest levels of
dementia (twice the level of the total Kent figure).59
People are living longer in poor health than in the past
and progress on life expectancy is stalling. The care
home Pelham House in Folkestone, Kent, lost half of its
20 residents within a few days, in the first wave of the
pandemic.60

2. Safeguarding vulnerable children and adults in
the community
There is high and persistent absence at secondary
school level in Folkestone and Hythe, the highest ranked
in the county at 19.8%.62 Persistent absence is defined
as under 90% attendance over a set period. 25% of
school-age offenders have persistent non-attendance
records. Persistent absence can impact on
achievement and future employment and makes young
