Embedding the Golden Thread:
A framework for safer buildings
Following the introduction of the Building Safety Act (BSA
2022), local authorities and social housing providers face
mounting responsibilities to meet rigorous compliance
standards to ensure the safety of the buildings they manage.
BSA 2022 was introduced in response to the Grenfell
tragedy and aims to embed a culture of competency, safety,
and a new level of diligence in information management known as the ‘golden thread’.
At Fusion21, our refreshed Building, Safety and Compliance
Framework, set to launch in April 2025, is being procured
under the Public Contract Regulations 2015 and provides
the support needed to navigate these demands and manage
the risks found in building management operations.
As part of our ‘big six’ offer, the refreshed framework
complements our existing Heating, Renewables and
Electrical Framework which, in addition to our Lifts
Framework, covers six areas of compliance – heating/gas,
electrical, 昀椀re safety, asbestos, legionella, and lifts.
Each framework lot addresses distinct hazards by giving
our members critical tools to manage potential risks
across all six compliance areas.
Peter Beck, Framework Manager (Building Safety
and Compliance) at Fusion21, explains:
“The renewal of this framework aims to tackle the complexities
introduced by the new legislation, ensuring our members
have access to a competent and dependable supply chain
for comprehensive safety management.
“Managing safe buildings isn’t just about meeting minimum
compliance requirements; it’s about fostering a culture where
safety is prioritised and individual competency is at the core
of management processes.

“Our mission is to provide our members with frameworks that
support the necessary standards of competency and compliance.
When setting up our frameworks, each supplier undergoes an
intensive assessment of their technical and professional ability,
ensuring they possess the speci昀椀c organisational skills, knowledge,
and experience, required to meet the demands of every project.”
Central to BSA 2022 is the ‘golden thread’ of building
safety - a continuous, transparent 昀氀ow of essential safety
information that remains intact throughout a building’s
lifespan. Our frameworks take a ‘model’ approach to
information exchange, providing consistency across
the six disciplines and ensuring suppliers work with
member systems to manage compliance at scale.
“In addition to a dedicated lot for sprinkler and mist
systems tailored to address the unique safety challenges
of a broad spectrum of building types, our Building Safety
and Compliance Framework will support members
to con昀椀dently manage their safety obligations, whilst
also streamlining procurement processes,” Beck adds.
As a national social enterprise, we’re committed to
enabling meaningful impact by providing members
with procurement solutions that meet safety
requirements and address community needs.
By working with us, local authorities and social housing
providers bene昀椀t from frameworks that save resources
while delivering social value you can see. To date, we’ve
saved members £380 million through the procurement
process, created over 13,550 employment opportunities,
and generated more than £200 million in social impact.
Our Building Safety and Compliance Framework is open
to suppliers until 12 noon on Friday 17 January 2025.
