The Early Years
Early community leaders recognized the degradation
of water quality in the region, and knew something
had to be done. On December 4, 1931, GBMSD
was officially formed, with Commissioners James
McGinnis, Joseph Servotte, and Ernest Neufeld.
In the 1930s, downtown Green Bay was thriving with businesses, creating new
opportunities that attracted new residents to the area. This growth added to the
region’s water quality problems. With creation of the District, a sewer system was
built and maintained to prevent pollution from entering area waterways.
