CE MARKING
On the 1st of July 2013, European Regula琀椀on No. 305/2011 (commonly referred to as the Construc琀椀on Products Regula琀椀ons) came
into full force. It completely repealed European Direc琀椀ve 89/106/
EEC (commonly referred to as the Construc琀椀on Products Direc琀椀ve).
Unlike the Direc琀椀ve, the Regula琀椀on will be legally mandated across
all Member States of the European Union.
There are legal requirements placed upon Manufacturers, Importers and Distributors of construc琀椀on products.
Most notably is the requirement to CE mark products.
CE Marking is only required on a product which falls within the scope of a Harmonised
European Standard (EN). A list of such standards is maintained on the EU-LEX (the European
Commissions’ website) and in the OJEU (O昀케cial Journal of the European Union).
Where there is such a harmonised standard, the product must undergo both ITT (Ini琀椀al Type
Tes琀椀ng) and FPC (Factory Produc琀椀on Control); which can take the form of an audited Quality
Management System (such as ISO 9001: 2009) so long as it takes into considera琀椀on
manufacturing, quality and technical considera琀椀ons unique to the product being CE marked.
The steps and requirements for ITT and FPC are outlined in the EN which covers the product.
As such, the requirements change for every individual product.
Other products that do not require mandatory CE marking under an EN may s琀椀ll be adorned
with the CE mark. This route is by ETA (European Technical Assessment), which can be derived
by tes琀椀ng and documenta琀椀on to either an ETAG (European Technical Assessment Guideline) or
CUAP (Common Understanding of Assessment Procedure). In either case, the tes琀椀ng must be
performed by an accredited laboratory and the documenta琀椀on must be drawn up and ra琀椀昀椀ed
by EOTA (European Organisa琀椀on for Technical Approvals) via a No琀椀昀椀ed Body.
Whether a product is being CE marked by an EN or ETA, the end document which allows the
CE mark to be adorned is known as the DoP (Declara琀椀on of Performance). This document
details cri琀椀cal compliance, conformity and performance informa琀椀on and is the manufacturers’
own legal declara琀椀ondocument.
From 1st January 2021 as a result of Brexit, products sold in the United Kingdom are further
required to bear the UKCA and UKNI marks. This has no e昀昀ect on the marking of our products
as they will bear all required markings concurrently and separate Declara琀椀ons of Performance
