Purpose of the Meeting- Hold direct discussions between the leadresearcher (Josh Fothergill) and members ofthe Federal Ministry’s EIA team to get inputfrom across the Government’s team on Ministryambition, current systems and digital ESIAprogress in wider practice.- Develop a deeper understanding of the EIAprocess in Nigeria and the role the FederalMinistry plays, especially across the threedifferent legislative EIA systems.- Follow-up on details provided by the FederalMinistry of Environment to the Digital ESIAresearch survey around numbers of EIAs peryear, digital systems for handling and storingEIA reports, observed progress in use of digitaltechnology by EIA consultants on behalf ofdevelopers.- Understand the interest and potential role ofNetherland Commission for EnvironmentalAssessment in the project and discuss potentialother wider parties who may be able tosupport later steps in advancing the uptake ofeffective digital approaches for improved EIAperformance in Nigerian practice.2. Netherlands Commission for EnvironmentalAssessmentThe NCEA explained their interest in the studyand opportunities where they may be able toprovide assistance as activity around DigitalESIA progresses.○ NCEA has a mandate to work in Nigeriaand seeks to engage where its knowledgeand experience has the potential to aiddevelopment and effectiveness of EIApractice.○ NCEA and Netherlands EIA profession hasexperience of digitising EIA process both interms of reviews of EIA reports and in termsof lessons learnt from development anddeployment of practice.○ NCEA is not a finance institution, so is notgenerally able to provide direct financialassistance for development of EIA practice;however, it can support indirectly, in this casethe most obvious opportunities would be:· Providing information and advice basedon NCEA expertise and experience· Enabling future peer to peer technicalcollaboration to those with digital IAexpertise outside the NCEA.Note: Bobbi Schiff had to leave the call after30mins, which was prior to much of thediscussion summarised in item 3.Willend Associates and FothergillTC Ltd – Appendices37
