3. Ambitions, Challenges & Opportunities Progressing Digital EIA in NigeriaThe previous chapter has set out a snapshotof digital EIA progress in Nigeria. This chapterdraws across the research findings to providethe researchers perspective on Nigeria’s digitalIA ambitions. The chapter moves on to discussbarriers that currently act to restrict this ambition.The final sections review potential opportunitiesfor progressing the uptake of digital EIA across twokey areas of Nigerian EIA:- Federal Ministry of Environment –Environmental Assessment Department- Deploying and Supporting the Growth of DigitalEIA in Wider EIA Practice.3.1 | Characterizing Nigeria’s Digital EIAAmbitionsBased on the engagement undertaken acrossthe research it has been possible to outlineelements of ambition related to Digital EIA thatappears to exist across key parties in Nigeria’sEIA system. The draft ambitions set out beloware intended to provide a potential basis forfuture discussion – rather than representingany agreed view of any of the parties involvedin the delivery of Nigerian EIA. They can beused as a starter for broader engagement ondefining a coordinated approach to advancingDigital EIA both in Government and in practice.The researchers view on ambitions for Digital EIAin Nigeria drawing across our engagement withFMEnv and wider Nigerian EIA professionals:• Nigerian EIA practice is recognised as a leaderin the adoption and deployment of digital EIAapproaches, both locally and internationally.• Advancing digital EIA approaches is achievedthrough collaborative partnerships with the jointaim of enhancing environmental performanceand the delivery of sustainable development.• Government understanding of digitalapproaches and the use of technology in EIAis ahead of that commonly held by proponentsand their consultants.• FMEnv has a strategy to further upgrade itsapproach, legislation, officers and equipment/ technology to enable it to effectively adoptand deploy digital approaches across the EIAprocess.• Future EIA related capacity building activitiestake account of how digital systems can play arole in supporting the delivery of more effectiveand efficient EIA.While the above reflects and refines ideas raisedacross the research interviews there is a needto focus this into more tangible actions areas.Chapter 3 goes on to set out potential digital EIArelated opportunities in relation to FMEnv, otherGovernment bodies and wider practice includingdevelopers and the EIA experts / consultants.Willend Associates and FothergillTC Ltd – Ambitions, Challenges & Opportunities - Progressing Digital EIA in Nigeria19
