2. Rules and Regula琀椀ons for Promo琀椀on and Relega琀椀on
2.1 All Feeder League Clubs seeking promo琀椀on to Step 6 must make an applica琀椀on using the prescribed
form direct to The Associa琀椀on, copied to their exis琀椀ng League, by 31st December in the relevant year.
In order to be considered for promo琀椀on Clubs must 昀椀nish in 1st posi琀椀on in their Feeder League. If the
Club 昀椀nishing in 1st posi琀椀on does not wish to be promoted or fails to meet the entry criteria then the
Club 昀椀nishing in 2nd posi琀椀on will be eligible for promo琀椀on. If the Club in 2nd posi琀椀on does not seek
promo琀椀on or fails to meet the entry criteria then Clubs down to 5th posi琀椀on may be considered for
promo琀椀on provided that they meet the appropriate entry criteria. Clubs 昀椀nishing below 5th posi琀椀on
may not be considered for promo琀椀on and only one Club may be considered for promo琀椀on from each
League. Each applica琀椀on must be accompanied by the agreed applica琀椀on fee, as determined by the
Commi琀琀ee, which is non-refundable.
2.2 Clubs compe琀椀ng in a Feeder League must comply fully with the minimum requirements of Grade 8.
To be considered for promo琀椀on to Step 6, Clubs must meet the requirements of Grade 7 and a琀琀ain
Grade 6 by 31st March in the year following promo琀椀on. Clubs can be promoted from Feeder Leagues
to Step 6 without 昀氀oodlights, provided that that all other requirements of Grade 7 are met by 31st
March in the Playing Season in which the Club wishes to gain promo琀椀on and that the Club has the
following in place:· Planning permission granted for 昀氀oodlights.
· That by 30th September following promo琀椀on that 昀氀oodlights are installed and in working order.
· A development / business plan
· Quota琀椀ons / es琀椀mates for the work to be carried out.
· Funding applica琀椀ons submi琀琀ed, if required.
Failure 琀琀o install 昀氀oodlights in working order by 30th September following promo琀椀on will result in
a sanc琀椀on being imposed at the discre琀椀on of the League of which the Club is a member. If by 31st
March in the year following promo琀椀on the 昀氀oodlights are s琀椀ll not installed then the Club will be a
relegated Club and be dealt with accordingly.
3. Placement of a Club in a League
3.1 The ma琀琀er of dra昀琀 placements for Clubs in Feeder Leagues is for the League in conjunc琀椀on with its
Sanc琀椀oning Authority. Once dra昀琀ed, proposed placements are to be submi琀琀ed to the Commi琀琀ee for
ra琀椀昀椀ca琀椀on by an appropriate date as prescribed by the Commi琀琀ee from 琀椀me to 琀椀me. This is save for
Clubs being allocated to Feeder Leagues having been relegated from Step 6, which is a ma琀琀er for the
Commi琀琀ee.
3.2 Reserve and ‘A’ teams may par琀椀cipate in Feeder Leagues. Clubs should note the provision concerning
Reserve teams at Step 6 under Regula琀椀on 7.2 in the ‘Na琀椀onal League System Regula琀椀ons’.
4. MOVEMENT OF A CLUB BETWEEN LEAGUES
4.1 Movement of a Club from par琀椀cipa琀椀on in one League to another is not permi琀琀ed other than by
promo琀椀on and relega琀椀on or otherwise as set out in League Rules save with the approval of the
Commi琀琀ee.
It may be necessary from 琀椀me to 琀椀me to move Clubs laterally at the same Step. Each year the
Commi琀琀ee (or sub-commi琀琀ee thereof) will consider whether any lateral movements may be necessary
at each Step and the 昀椀nal decision shall rest with the Commi琀琀ee/sub-commi琀琀ee. Only a Club subject
to lateral movement from one League to another may appeal that decision pursuant to Regula琀椀on
5.2(b).
4.2 Any Club wishing to move from one League to another must make an applica琀椀on in wri琀椀ng to the
Commi琀琀ee on or before 31st March in each year to be e昀昀ec琀椀ve for the following Playing Season. In
the event of such applica琀椀on being successful, the League from which the Club is moving shall not levy
a 昀椀nancial penalty on that Club.
5. PROCEDURES FOR THE DETERMINATION OF ANY MATTER, DISPUTE OR DIFFERENCE BY THE
COMMITTEE
5.1 The Commi琀琀ee may adopt such procedures for the determina琀椀on of any ma琀琀er, dispute or di昀昀erence
as it considers appropriate and expedient, having regard to the aims and objec琀椀ves set out in
Regula琀椀on 2. The Commi琀琀ee may require the a琀琀endance at a mee琀椀ng or the wri琀琀en observa琀椀ons of
any League or Club, as it considers appropriate to assist its determina琀椀on.
5.2 (a) Any dispute or di昀昀erence between a League and a Club rela琀椀ng to promo琀椀on and relega琀椀on issues,
lateral movement and/or other eligibility criteria must be referred for determina琀椀on to the Commi琀琀ee;
such determina琀椀on shall be 昀椀nal and binding subject only to Arbitra琀椀on in accordance with Rule K.
