APPENDIX Q
THE LICENSING SYSTEM
This Licensing System has been compiled by the Na琀椀onal League System Policy Body and approved
by The FA Council for the mandatory use of all Compe琀椀琀椀ons at Steps 1 to 4 (inclusive) of the Na琀椀onal
League System and should be read in conjunc琀椀on with the Standardised Rules (“the Rules”) and The FA’s
Sanc琀椀on and Control of Compe琀椀琀椀ons Regula琀椀ons.
DEFINITIONS
Unless otherwise stated, de昀椀ni琀椀ons are as stated in the Rules.
“The FA” or “The Associa琀椀on”
means The Football Associa琀椀on Limited
“Compe琀椀琀椀on”
means a league at Steps 1-4 of the Na琀椀onal League System
“Licence”
means the annual licence required to be held by a Club who wishes to be a member of a Compe琀椀琀椀on,
which may be either an Uncondi琀椀onal Licence or a Condi琀椀onal Licence.
“Licence Criteria”
as stated in Annex 1, each of which is a Criterion
“Condi琀椀onal Licence”
a Licence with condi琀椀ons a琀琀ached to be met by a Club within a period determined by the Compe琀椀琀椀on in
which the Club holding the Licence is allocated by the Leagues Commi琀琀ee. Such period is not to exceed
1 March in the Membership Year to which the Licence relates. Save in excep琀椀onal circumstances, a
Condi琀椀onal Licence cannot be granted to a Club for successive Membership Years in respect of the same
Criterion.
“Uncondi琀椀onal Licence”

1. GENERAL PROVISIONS AND APPLICATION OF THE LICENCE
1.1 The Associa琀椀on operates a Licensing System for Clubs at Steps 1 to 4 of the Na琀椀onal League System.
The Associa琀椀on has delegated to each Compe琀椀琀椀on the opera琀椀on, determina琀椀on and monitoring of
the Licence as set out in this Licensing System (“the delegated powers”). The Associa琀椀on retains a right
to apply the opera琀椀on, determina琀椀on and monitoring of the Licence as set out in Sec琀椀on 2 below. The
Compe琀椀琀椀on may in accordance with the Rules delegate its responsibili琀椀es under this Licensing System to
a Sub Commi琀琀ee or similar body.
1.2 A Club must hold a Licence to be a member of a Compe琀椀琀椀on.
1.3 A Licence is granted for a Membership Year. In each Membership Year the Compe琀椀琀椀on must monitor the
compliance of each Club in rela琀椀on to the Licence Criteria unless the Licence has been withdrawn by the
Compe琀椀琀椀on or has been or is to be surrendered by a Club.
1.4 If at any 琀椀me during a Membership Year the Compe琀椀琀椀on becomes aware that a Club no longer ful昀椀ls
any of the Licensing Criteria then the Compe琀椀琀椀on shall review that Club’s Licence in rela琀椀on to the nonful昀椀lment such that a Licence may be withdrawn, suspended or have condi琀椀ons imposed or varied or have
昀椀nancial penal琀椀es imposed upon it.
1.5 A Club must give wri琀琀en no琀椀昀椀ca琀椀on to the Compe琀椀琀椀on of which it is a member of any breach of any
Licence Criterion within 5 working days of the breach occurring.
1.6 If a Club’s Licence is suspended then that Club cannot par琀椀cipate in the Compe琀椀琀椀on from that date
un琀椀l the expiry of seven days from the day the default is remedied, unless otherwise agreed by the
Compe琀椀琀椀on. If the Compe琀椀琀椀on refuse or withdraw a Licence then that Club cannot par琀椀cipate in the
Compe琀椀琀椀on.
1.7 A Club that does not hold a Licence to be a member of a Compe琀椀琀椀on may apply to The Associa琀椀on to
be placed elsewhere within the Na琀椀onal League System in accordance with Na琀椀onal League System
Regula琀椀ons but shall not be automa琀椀cally en琀椀tled to such a place.
