4. RULES AND REGULATIONS FOR PROMOTION AND RELEGATION
The Commi琀琀ee shall provide for the seasonal promo琀椀on, relega琀椀on or the movement of Clubs.
5. DETAILED PROMOTION AND RELEGATION ISSUES
5.1 The criteria for entry to the NLS and the criteria for ground/stadium facili琀椀es and the Criteria for
par琀椀cipa琀椀on in Play O昀昀 Matches shall be determined by the Commi琀琀ee. All criteria so determined shall be
published by The Associa琀椀on from 琀椀me to 琀椀me.
5.2 Subject to 5.5, at the conclusion of each Playing Season, the following procedures will apply to promo琀椀on
/ relega琀椀on subject to the applica琀椀on of the Rules:
Step 1 and Step 2
These regula琀椀ons do not deal with promo琀椀on from Step 1
The Clubs 昀椀nishing in the bo琀琀om three places at Step 1 at the end of the Playing Season will be relegated
and placed in a feeder pool and placed in the most geographically appropriate division at Step 2 for the
following Playing Season.
They will be replaced by the Clubs 昀椀nishing in 1st posi琀椀on in each of the divisions at Step 2 together with
a further two Clubs determined by a series of Play O昀昀 Matches. Where a Club 昀椀nishes in 1st posi琀椀on
but does not meet the criteria for promo琀椀on to the next Step, the Club 昀椀nishing in 2nd posi琀椀on shall be
promoted. The Clubs 昀椀nishing in 2nd, 3rd, 4th, 5th, 6th and 7th posi琀椀ons shall be eligible to take part
in the Play O昀昀 Matches. The Play O昀昀 Matches shall be played so that in each Step 2 division there is a
qualifying round, semi-昀椀nals and a promo琀椀on 昀椀nal with all 琀椀es being played over a single leg at the ground
of the higher placed Club. The winner of the promo琀椀on 昀椀nal in each Step 2 division will be promoted. If a
Club is not eligible to enter Step 1 then it shall not take part in any Play O昀昀 Matches. In that event, such
Club shall not be replaced and the Play O昀昀 Matches structure and draw
Step 2 and Step 3
The Clubs in the bo琀琀om three places in each of the two divisions at Step 2 at the end of the Regular
Season will be relegated and placed in a feeder pool and placed in the most geographically appropriate
division at Step 3 for the following Playing Season.
They will be replaced by the Clubs 昀椀nishing in 1st posi琀椀on in each of the four divisions at Step 3 together
with a further four Clubs determined by a series of Play O昀昀 Matches. Where a Club 昀椀nishes in 1st posi琀椀on
but does not meet the criteria for promo琀椀on to the next Step, the Club 昀椀nishing in 2nd posi琀椀on shall be
promoted and the Club 昀椀nishing in 3rd posi琀椀on (and so on) shall be the Club in the next eligible posi琀椀on
to take part in the Play O昀昀 Matches. Where a Club 昀椀nishes in a Play O昀昀 Posi琀椀on but does not meet the
Criteria for par琀椀cipa琀椀on in Play O昀昀 Matches the Club 昀椀nishing in the next eligible posi琀椀on shall take part
in the Play O昀昀 Matches. In each division at Step 3, the Play O昀昀 Matches shall be played so that the highest
placed of the eligible Clubs plays against the lowest placed and the other two Clubs play each other.
The 琀椀es will be played on a single match basis with the home Club being the Club with the best points
per match ra琀椀o in the Regular Season. If there are only three eligible Clubs then the highest placed shall
receive a bye to a second match where it will play the winner of the other Play O昀昀 Match and the winner
of that match will play in the further Play O昀昀 Match described above. Clubs 昀椀nishing below posi琀椀on 7 will
not be eligible to take part in Play O昀昀 Matches.
The promoted Clubs will be placed in a feeder pool and placed in the most geographically appropriate
division at Step 2 for the following Playing Season.
Step 3 and Step 4
The Clubs 昀椀nishing in the bo琀琀om four places in each of the four divisions at Step 3 at the end of the
Regular Season will be relegated and placed in a feeder pool and placed in the most geographically
appropriate division at Step 4 for the following Playing Season.
They will be replaced by the Clubs 昀椀nishing in 1st posi琀椀on in each of the eight divisions at Step 4 together
with a further eight Clubs determined by a series of Play O昀昀 Matches. Where a Club 昀椀nishes in 1st
posi琀椀on but does not meet the criteria for promo琀椀on to the next Step, the Club 昀椀nishing in 2nd posi琀椀on
shall be promoted and the Club 昀椀nishing in 3rd posi琀椀on (and so on) shall be the Club in the next eligible
posi琀椀on to take part in the Play O昀昀 Matches. Where a Club 昀椀nishes in a Play O昀昀 Posi琀椀on but does not
meet the Criteria for par琀椀cipa琀椀on in Play O昀昀 Matches, the Club 昀椀nishing in the next eligible posi琀椀on shall
take part in the Play O昀昀 Matches. In each division at Step 4 the Play O昀昀 Matches shall be played so that
the highest placed of the eligible Clubs plays against the lowest placed and the other two Clubs play each
other. The 琀椀es will be played on a single match basis with the home Club being the Club with the best
points per game ra琀椀o in the Regular Season. If there are only three eligible Clubs then the highest placed
