23.12 Promo琀椀on and Relega琀椀on to and from The Na琀椀onal LeagueAs a pre-condi琀椀on of entry into The Na琀椀onal League (Step 1) any Club proposing to enter with a FootballTurf Pitch must by no later than 31st May in its proposed year of entry provide the Compe琀椀琀椀on with anirrevocable undertaking that in the event of it gaining promo琀椀on to The Football League at any 琀椀me that itwill comply in full with the applicable criteria, policies and regula琀椀ons of The Football League in rela琀椀on tothe playing surface and together with such undertaking will provide credible and acceptable evidence as tohow it would do so. In the event of the undertaking being breached at the relevant 琀椀me and as a result theClub not being eligible to be admi琀琀ed as a member of The Football League then the Club shall not retainits place in The Na琀椀onal League and instead shall automa琀椀cally be relegated to Na琀椀onal League North orSouth and may have levied upon it a 昀椀ne as determined by the Board in its sole discre琀椀on. Such Club shallnot be accepted into membership of The Na琀椀onal League (Step 1) un琀椀l such 琀椀me as it installs a Grass Pitchso that it complies in full with the playing surface regula琀椀on of The Football League. This provision shallcease to apply in the event of The Football League accep琀椀ng clubs with a Football Turf Pitch.24. INSURANCE24.1 PLAYERSAll Clubs shall be members of a Players personal accident insurance scheme. The policy cover shallbe at least equal to the minimum recommended cover determined from 琀椀me to 琀椀me by The FootballAssocia琀椀on.Each Club shall submit to the Board a copy of the insurance policy document together with the lastpremium payment receipt fourteen days prior to the start of the Playing Season.24.2 PUBLIC LIABILITYAll Clubs must have Public Liability cover of at least ten million pounds (£10,000,000).Each Club shall submit to the Board a copy of the insurance policy document together with the lastpremium payment receipt fourteen days prior to the start of the Playing Season.25. MEDICAL PERSONNELThe home Club should have a therapist who is a Graduate, Chartered or a registered member of theHealth Professions Council in a琀琀endance throughout matches, to a琀琀end to injured Players on the 昀椀eldof play and in the dressing room(s) and who holds a valid 昀椀rst aid cer琀椀昀椀cate. Away Clubs should beaccompanied by a therapist as stated above, for the same purpose.Clubs shall ensure their medical prac琀椀琀椀oner or physiotherapist or equivalent keeps detailed up-todate medical records for all Contract Players in the form and in accordance with the requirements andguidelines published by the Football Associa琀椀on from 琀椀me to 琀椀me.When a Player’s registra琀椀on is about to be transferred the Transferor Club must make such recordsavailable to the medical prac琀椀琀椀oner or physiotherapist of the Transferee Club. This procedure shall alsoapply to all Players whose registra琀椀ons are temporarily transferred under the provisions for Long, Shortand Youth Loans.When a Player’s registra琀椀on is about to be transferred the Transferor Club must make such recordsavailable to the medical prac琀椀琀椀oner or physiotherapist of the Transferee Club. This procedure shall alsoapply to all Players whose registra琀椀ons are temporarily transferred under the provisions for Long, Shortand Youth Loans.All Clubs are required to have a Medical Emergency Ac琀椀on Plan (MEAP), or equivalent, in place. A copy ofwhich must be submi琀琀ed to the on the standard form provided by no later than 1st August in each year.26. PLAYER TRANSFERS BETWEEN CLUBSWhen Players are transferred (Contract, Non-Contract, Scholars or loan on temporary transfer) betweenmember Clubs (or between member Clubs and clubs) it is the responsibility of each Club to ensure that theCompe琀椀琀椀on receives copies of all relevant documents pertaining to the transfer including full details ofany payment schedules agreed in wri琀椀ng or otherwise between the two Clubs. Should a Club fail to meetthe payment schedules lodged with the Compe琀椀琀椀on on receipt of no琀椀昀椀ca琀椀on an embargo on furtherPlayers registra琀椀ons will be placed upon the defaul琀椀ng Club together with a 1% levy per day on theoutstanding payments as detailed in the agreement.27.
