21. LONG SERVICE
21.1 The Board shall be empowered to grant a long service award for 21 years’ service with a member Club,
providing such an award has not already been made by any other compe琀椀琀椀on.
21.2 Clubs may enter into agreement with Players a昀琀er 昀椀ve years con琀椀nuous service providing for a
tes琀椀monial. Players shall be quali昀椀ed for a second tes琀椀monial a昀琀er a further 昀椀ve years con琀椀nuous service.
If a Player is eligible for and en琀椀tled to a tes琀椀monial, his Club may grant him a monetary considera琀椀on,
sanc琀椀oned by the Board of Directors, in lieu of such tes琀椀monial.
22. CENTENARY AWARDS
A Club celebra琀椀ng its centenary whilst in membership of the Compe琀椀琀椀on shall be presented with a
commemora琀椀ve award by the Board.
23. PLAYING SURFACES
23.1 The Pitch
With e昀昀ect from the commencement of Season 2016/17 Compe琀椀琀椀on Matches may be played on:
(a) Grass Pitch; or
(b) Football Turf Pitch in Steps 1 to 6
23.2 Ground Maintenance
The Club is to be responsible for the maintenance of the Pitch and for the general maintenance of the
ground. The Club must ensure that adequate arrangements are in place to maintain its Pitch in good order,
as required under these Rules.
23.3 Pitch Standards
All Pitches must be 昀氀at and free from surface depressions and excessive undula琀椀ons. The maximum slopes
allowable shall not exceed an even gradient of ver琀椀cal to horizontal 1:41 in any direc琀椀on.
The Compe琀椀琀椀on may require a Club to take such steps as the Board shall specify if not sa琀椀s昀椀ed that an
adequate standard of the Pitch is being maintained, including but not limited to the Board commissioning
an independent report (including a Pitch Test) on the state of the Pitch, the cost of such independent
report to be borne by the Club concerned.
23.4 Where a Club proposes to install a Football Turf Pitch (or replace an exis琀椀ng Football Turf Pitch) the
following shall apply:
For matches played under the auspices of The Na琀椀onal League at Step 1& 2 of the Na琀椀onal League
System:(a) Club shall disclose to the Compe琀椀琀椀on, as soon as reasonably prac琀椀cable but in any event not later than
7 days following the Club’s 昀椀nal match of the Playing Season preceding the scheduled commencement
of installa琀椀on, full details of the proposed contractor installing the Football Turf Pitch and the 琀椀mescales
for installa琀椀on. The proposed Football Turf Pitch must have a design and speci昀椀ca琀椀on that is capable of
a琀琀aining the FIFA Recommended Two Star Cer琀椀昀椀cate following installa琀椀on;
(b) no installa琀椀on works shall commence un琀椀l such 琀椀me as the Compe琀椀琀椀on has approved the proposed
installa琀椀on and the 琀椀metable thereof. Installa琀椀on may only take place outside the Playing Season;
(c) installa琀椀on must be scheduled to be completed in su昀케cient 琀椀me to enable the comple琀椀on of a Pitch
Test and for con昀椀rma琀椀on of the results thereof to be supplied to the Compe琀椀琀椀on no later than 14 days
prior to the commencement of the following Playing Season;
(d) the Club shall procure that:
(i) a Pitch Test is carried out on the newly installed Football Turf Pitch; and
(ii) the FIFA accredited 昀椀eld test ins琀椀tute provides the Compe琀椀琀椀on with a copy of their o昀케cial reports to
FIFA immediately following comple琀椀on of the Pitch Test; and
(e) the Club shall provide a copy of the FIFA Quality Pro Cer琀椀昀椀cate within 7 days of receipt to the
Compe琀椀琀椀on.
For matches played at Step 3 and below of the Na琀椀onal League System:(f) the Club shall disclose to the Compe琀椀琀椀on, as soon as reasonably prac琀椀cable full details of the proposed
contractor installing the Football Turf Pitch and the 琀椀mescales for installa琀椀on. The proposed Football
Turf Pitch must have a design and speci昀椀ca琀椀on that is capable of a琀琀aining the FIFA Quality Cer琀椀昀椀cate or
Quality Pro Cer琀椀昀椀cate following installa琀椀on. Clubs must be awarded the FIFA Quality Pro Cer琀椀昀椀cate by
31 May in the season before promo琀椀on to Step 2, save for those pitches installed on or prior to 31 July
2016 as set out in Rule 23.5 below;
(g) no installa琀椀on works shall commence un琀椀l such 琀椀me as the Compe琀椀琀椀on has approved the proposed
installa琀椀on and the 琀椀metable thereof;
(h) the Club shall procure that:
(i) a Pitch Test is carried out on the newly installed Football Turf Pitch; and
(ii) the FIFA accredited 昀椀eld test ins琀椀tute provides the Compe琀椀琀椀on with a copy of their o昀케cial reports to
FIFA immediately following comple琀椀on of the Pitch Test; and
