Program Tracks and Modules
TRANSIT BOARD LEADERSHIP
The Transit Board Leadership track is intended for transit board members new to the
transit industry. It will provide a background in the transit industry and issues that are
critical in policy decisions. Modules for Transit Board Leadership track are:
1) Transit 101
This module provides an overview of the transit industry and the role it plays in the
community. Participants will explore the role and responsibility transit employees have
in the industry:
Exploring Transit Operations and Maintenance
Exploring Transit Planning
Community Engagement and Stakeholder Outreach
Workforce Engagement and Networking
2) My Role in Policy Decisions
This module discusses the importance of the role each board member plays in policy
decisions intended to achieve the agency’s goals:
The Historic Overview of Public Polices and Redlining
The Role of Transit and Equity-Focused Communities
Understanding the Transit Workforce and Labor Relations
Searching and Selecting the Agency CEO
3) Fiscal Responsibility
This module focuses on budget and financial tracking. It will expand on the fiscal
responsibility of transit employees leading during difficult financial times:
Budget Management and Development
Learning an Agency’s Financial System Capability
Fiduciary Responsibility
4) Procurement and Contract Management
This module provides deep insight on the importance of procurement and contract
management for agencies receiving federal and state funding:
Overview of Procurement Process
Ensuring Procurement Integrity
Ethics and Reporting Requirements
5) Understanding Compliance and Regulatory Requirements
This module focuses on federal requirements impacting civil rights programs such as
Americans with Disabilities Act; Disadvantage Business Enterprise; Title VI and Title VII
of the Civil Rights Act; and Environmental Justice regulations. Other compliances
include Transit Asset Management; Safety Management Systems and Public
Transportation Agency Safety Plan; Transit Asset Management; and Buy America.
