Program Tracks and Modules
LEADING IN MIDDLE MANAGEMENT
The Leading in Middle Management track is intended for individuals in mid-level
manager positions that want to enhance their management skills and techniques. This
track will provide an in-depth look at areas that mid-level managers face on a regular
basis. Modules for Leading in Middle Management track are:
1) The Art of Managing People
This module explores proven management styles and techniques when leading teams:
Managing and Discipline
Conflict Resolution
Change Management
Effective Staff Communication, Internal Stakeholder Outreach
2) Managing the Represented Workforce
This module discusses the importance of managing staff under a labor contract as
well as techniques in working with represented employees:
Best Practices in Managing the Represented Employees
Conflict Resolution with Represented Employees and Grievance Process
Understanding Labor Negotiations
3) Finance and Budgeting for Managers
This module focuses on budget development and financial tracking. It will expand on
the fiscal responsibility of transit managers leading during difficult financial times:
Budget Management and Development
Learning an Agency’s Financial System Capability
Fiscal Responsibility
4) Procurement and Contract Management
This module provides deep insight on the importance of procurement and contract
management for agencies receiving federal and state funding:
Overview of Procurement Process
Developing Scopes of Work
Transit Program and Project Management
Contract Monitoring
5) Understanding Compliance and Regulatory Requirements
This module focuses on federal requirements impacting civil rights programs such as
Americans with Disabilities Act; Disadvantage Business Enterprise; Title VI and Title VII
of the Civil Rights Act; and Environmental Justice regulations. Other compliance
requirements include Transit Asset Management; Safety Management Systems and
Public Transportation Agency Safety Plan; and Buy America.
