Crime Prevention
Design (CPTED)
Through
Environmental
All new and upgraded open spaces should
be designed using Crime Prevention Through
Environmental Design (CPTED) principles.
CPTED is a crime prevention strategy that
focuses on the planning, design and structure of
open spaces. When designing an open space with
CPETD principals the following guidelines apply:
− Create good natural surveillance:
+ Orientate the open spaces to create good
natural surveillance utilising the sites natural
topography and vegetation.
+ Create unobstructed views from the street
and/or neighbouring properties.
− Allow for natural access control:
+ Create barriers between potential risks in
order to provide a secure and enclosed
environment. For example, when next to
a busy road or waterway use planting,
mounding, rocks or fencing to create a barrier.
Safety in design
Safety in design is about integrating hazard
identification and risk assessment methods early
in the design or planning process, to eliminate or
minimise risks of injury during construction, use,
maintenance and decommissioning of a project.
When designing an open space, the following
guidelines apply:
− Identify risks through the design process to
effectively minimise hazards within the design
outcome.
− A safety in design check must be undertaken and
submitted to council at least once during each of
the following stages of a project:
+ Conceptual and schematic design;
+ Design development;
+ Tender and construction documentation;

+ Construction;
+ Post construction; and
+ Post occupancy and maintenance.
− Create territorial reinforcement:
+ When open spaces are being designed the
local community should be involved to create
a sense of ownership from the public. Places
that feel owned and cared for are likely to be
used, enjoyed and revisited.
+ Allow for the design to be symbolic of the
area; for example, select colours, design
style and fixtures that relate to the area/
community.
− Allow for successful management:
+ Select materials, finishes and equipment
to ensure maintenance regimes can be
sustained over time.
+ Introduce a management program that will
keep the facility and environment in a clean
and well maintained state.
+ Select plants that will avoid blocking sight
lines when they reach maturity, and that are
durable and low maintenance.

CCTV
Camden Council considers it important to provide
a safe environment for its community. The
primary security use of CCTV is to discourage
and/or detect unlawful behavior. CCTV can also
help improve perceptions of safety within the
community. Council recognises that CCTV is only
one of a range of strategies that can be used
to reduce crime. The preferred approach is to
consider options such as creating clear site lines,
minimising concealed areas, installing appropriate
lighting,enhancing natural surveillance, increasing
access control and improving signage. The use
and installation of CCTV should only be seen as
a last resort.
