5.1.3 Safety
Crowd Safety
In certain circumstances open spaces may become a target for hostile vehicle attack. This threat should
be assessed for each project based on previous events, current social conditions, and the proposed open
space program.
All open spaces designs should aim to reduce opportunities for accidental or hostile vehicle entry on the
grounds. This should be done by the placement of trees, plants, mounding, retaining walls, steps and
furniture.
Larger parks and sportsgrounds (local and regional) which are designed to host events should include
hostile vehicle mitigation measures. These measures must be considered from the beginning of the
design process and incorporated and integrated into the design solution.

released by Australia-New Zealand Counter-Terrorism Committee.
Playground safety certification
All new and upgraded playgrounds should be safety certified by a suitably qualified playground safety
auditor to ensure the requirements of AS 4685 Playground equipment and surfacing (current edition) are
met. The following guidelines apply:
− A site audit must be undertaken post completion;
− The audit must include all elements within the play environment and their onsite installation, whether off
the shelf or custom made. The extent of the play environment must be determined by the auditor and it
may extend beyond the softfall area; and
− For any design involving play equipment customisation, an auditor must be engaged to provide interim
reviews at design stage as well as a final as built audit.
