5.1Design Guidelines – GeneralThe following design guidelines outline Camden Council’s minimum requirements for key design elementsfor all open spaces within the Camden LGA. Guidelines must be followed unless agreed with CamdenCouncil prior to completion of design and construction documentation.5.1.1TopographyA site’s natural topography should be taken into consideration when designing any open space. Theexisting topography should be retained where possible and appropriate. When designing new topographicfeatures, they should complement the existing landform, assist in successful water management andminimise disturbance to existing established vegetation.5.1.2 NoiseOpen space should be located and designed to reduce the impact of noise in accordance with CamdenCouncil’s Environmental Noise Policy and the various Development Control Plan controls. Public openspace should also comply with assessment criteria for open space (active and passive use) containedwithin the NSW EPA Road Noise Policy. Where noise mitigation is required, physical noise barriers (otherthan earth mounds) will not be supported.In order to meet these requirements and ensure good open space design the following guidelines apply:− It is preferable that parks and playgrounds are located away from major roads or other significant noisesources;− At least 80% of the area of all parks, and playgrounds must have noise levels suitable for passiverecreation; and− Earth mounds should be designed to blend in with the landscape. Mounds should have a maximumgradient of 1:6 for lawns and 1:4 for garden beds.PAGE 46DESIGN GUIDELINES
