2.4.1 What is a Playground?
Camden Council believes that playgrounds are essential components of any new or existing development.
A playground is a place specifically designed to enable people of all ages, abilities and cultures to come
together and play. Playgrounds in Camden should consider all components of the play experience for
children, young people and adults. Consideration should be given to a range of play types including
ability-based play, nature-based play, cognitive play, physical development, imaginative play, graduated
risk and play that encourages social development. The entire setting of a playground should be utilised
and enjoyed as part of the play experience. The range of equipment may help develop coordination,
strength, flexibility as well as providing recreation and supporting social and emotional development.
This chapter must be read in conjunction with the relevant Australian Standards and policies. This includes
but is not limited to the following:
− Everyone can play – A Guideline to create inclusive play spaces, NSW Government
− AS 4685: Playground equipment and surfacing
− AS 4422: Playground surfacing – Specifications, requirements and test method
− AS 1428: Design for access and mobility
− AS/NZS 8124 Part 6 (ISO 8124-4:2014, MOD): Safety of toys – Swings, slides and similar activity toys for
indoor and outdoor family domestic use
− AS 4989: Trampolines for domestic use – Safety aspects
− AS 3533.4.2: Amusement rides and devices. Part 4.2: Specific requirements-Contained play facilities
2.4.2 Playground Hierarchy
Decreasing in size, catchment and
functionality
Playgrounds in Camden are categorised as either local, district or regional. This hierarchy system is
independent of the park or sportsground classification system in which it is located. For example, there
may be cases when a local playground may be located within a regional park or playground.
REGIONAL
Serves the Camden LGA and extended catchment of surrounding LGAs
DISTRICT
Serves the Camden LGA or multiple suburbs within the LGA
LOCAL
Serves a single suburb or small local area within the
Camden LGA
