5.8.4 Electrical services
There is a growing community expectation that power is provided at certain facilities for a variety of
community use.
The following guidelines apply for electrical services in open spaces:
− Local parks and playgrounds generally do not require an electrical service connection;
− District, regional and national parks, playgrounds and sportsgrounds should make allowance for metered
or solar electrical service to meet the functional requirements outlined below and to future proof for
additional services:
+ Include at least one public phone charge station. Refer to CSLD.
+ Include at least two secured (lockable) outdoor power points for each facility designed for outdoor
events.
− Lighting should only be provided where necessary for illumination of high risk areas, to encourage active
transport by increasing the perception of safe passage, for decorative effect, wayfinding, and to enable
special functions; and
− Switchboards should be unobtrusive yet enable reasonable access for maintenance staff. A switchboard
should be located preferably in a garden bed facing an access path.
5.8.5 Substations
Substations must not be located within open space. If there is no alternative but to include a substation
within the open space, it must be unobtrusive and screened with a semi-transparent screen/fence
and vegetation. When included within open space, sufficient access must be provided and all specific
standards/requirements of relevant service providers must be met.
