Another notable reform is the Social Housing (Regulation)
Act 2023, which strengthens the regulation of social housing.
This Act empowers the housing ombudsman with expanded
authority, addresses hazards within social housing, and
introduces stricter penalties for unlawful evictions and
harassment, reaffirming the government’s commitment to
protecting tenants’ rights.
INFRASTRUCTURE AND SUSTAINABILITY
The establishment of the National Infrastructure and Service
Transformation Authority (NISTA) in April 2025 marks a
new phase in the delivery of infrastructure projects across
the UK. This new body, set up jointly by HM Treasury and
the Cabinet Office, aims to enhance efficiency, streamline
project delivery, and ensure that developments align with
national priorities, including housing. Sustainability is also a
key priority. The Great British Insulation Scheme, launched
in April 2023, focuses on improving the energy efficiency of
homes. This initiative encourages energy suppliers to help
households reduce energy bills through insulation measures,
thereby reducing carbon emissions and supporting the UK’s
environmental targets.
REGENERATION AND PLANNING
IMPROVEMENTS
In July 2023, the government unveiled a long-term housing
strategy focused on regenerating towns and cities, promoting
densification within urban centres, and delivering new homes
in high-demand areas. The plan includes £800 million from
the Brownfield, Infrastructure, and Land fund to unlock up to
56,000 homes on brownfield sites, adopting an infrastructurefirst approach to urban development. Alongside this, reforms
to the planning system aim to speed up housing projects,
give local communities more influence over development
decisions, and enhance planning capabilities, all of which will
help tackle housing shortages and improve the quality of
urban living.
These initiatives and legislative reforms demonstrate the UK
government’s commitment to addressing housing challenges
and improving the property market. With a balanced
approach to development, these measures not only aim to
meet the current housing demand but also contribute to the
long-term growth and sustainability of the property sector.
