to the ideas and insights reflected in this report. We
would like to thank the Freetown City Council for their

Freetown. We would also like to thank the Annie Walsh
Memorial School Governing Board, the Sierra Leone
Ports Authority, and the Sierra Leone Roads Authority
for providing the project team members with critical
