zones. This is an underrated
achievement, because there is
a real possibly that low emission
zones could become starved of
breakdown cover, with long ETAs
as work providers search for a
operator prepared to assist.

I could not let the moment pass
without congratulating Graham
Steedman and the AVRO team
who have succeeded in getting a
concession for recovery vehicles
to enter the areas of Birmingham
where there is an low emission
I am impressed the way they have
gone about these negotiations.
There seems to have been little
fanfare and no smoke and mirrors,
no pictures of people in suits
shaking hands. I guess it must
have taken a bit of negotiating,
especially since these emission
zones tend to have a lot of emotion
attached to them. That’s because
people are anxious to look for
clean air and the resulting better
health.
I hope in years to come it doesn’t
become unstuck because of a
dirty old breakdown truck being
caught in a cloud of black smoke
while inside a clean air zone or worse still to be seen by a
do-gooder observing a lesserthroated warbler developing a dry
cough as a result of inhaling poor
emissions – even if later the bird is
found dead of old age!
These things can turn into a
bit of a problem so let’s hope it
never comes to that. It’s worth
remembering that everybody has
a big responsibility not to let AVRO
down.
