NEWSCORONAVIRUS-JOB SUPPORT SCHEME FAQSCoronavirus Job Retention Scheme(CJRS) is to end 31st October 2020and in recognising the ongoingimpact Covid -19 is having onbusinesses, the Governmentannounced the launch of the JobSupport Scheme (JSS) to take affectfrom 1st November 2020 which is tolast for 6 months.The JSS applies to current staffwhether previously been on furlough ornot and requires them to be retained onshorter hours by agreement.The criteria for this scheme significantlydiffers from the Coronavirus JobRetention Scheme (CJRS) and on22nd October 2020. KEY DATESThe JSS starts on 1st November2020 and will run for a 6-month periodending at the end of April 2021. Itcovers all home nations of the UK.The JSS will be reviewed at the end ofJanuary 2021.2. ELIGIBILITY FOR COMPANIESAll UK SME’s can apply for the JSSgrant; they must have a UK, ChannelIsland or Isle of Man bank account anda UK PAYE scheme.Neither the employer nor employeehad to have used the CJRS previously,i.e. – the ‘furlough scheme’.Larger companies (more than 250employees in one legal entity) maybe eligible for JSS grant followinga financial impact test to show theirturnover has stayed level or lower nowdue to Covid 19. KEY CRITERIAEmployees must be on the employersPAYE payroll between 6th April 2020and by 23.59 hours on 23rd September2020. This means the employer musthave made a real time in-formation(RTI) submission to HMRC on orbefore 23rd September 2020.As the JSS involves a reduction inthe employees contracted hours ofwork, employees must agree with theiremployer or trade union to be placedon the JSS via a written agreement. Arecord of this written agreement mustbe kept by employer.As per Coronavirus Job RetentionScheme (CJRS), fully publicly fundedorganisations are not expected to useJSS; how-ever partially publicly fundedorganisations are eligible where theirprivate revenue is affected by Covid 19. The agreement must be available forHMRC to view should they request thisThere is no financial assessment testfor SME’s. An SME is an employerThe JSS is open to all; not just forwho employs less than 250 employees someone who has been a furloughacross its legal entity on 23rdworker. This includes staff on variableSeptember 2020.or zero-hour contracts or agencyworkers.
