it is important to note that some
households take on high housing
costs by choice to access perhaps
a particular dwelling type in a particular
neighbourhood. Dwelling quality is
one housing factor that households
demand and the data from this survey
shows that households can be happy
in unaffordable housing provided it is
of good quality.

Once housing quality is poor,
households are far more likely to be
unsatisfied with their dwelling with the
quality aspects affecting household
wellbeing. Hence, while it is extremely
important to ensure an adequate supply
of affordable housing, it is also very
important to ensure dwellings are of
good quality as it appears to be just
as important in household perceptions
of housing satisfaction.
It is not just the private rental sector
where affordability and quality issues
collide; state governments need to
ensure the quality of their dwellings.
Overall, a supply of good quality,
affordable housing is essential to lift
those households trapped in poor
quality, unaffordable housing out
of the poverty cycle.
