DUBBO HIGH SCHOOL: Accommodation for First Year Pupils
in 1940.

With regard to the attached I wish to draw attention
to the following facts:I explored every possible avenue before I submitted
my first report to you.
There is no possible chance of any kind whatsoever
of any use being made of the Boys', the Girls' or the
Infants' Dept. buildings at the Public School. These,
particularly the Girls' and Infants', are overcrowded.
The Boys' Dept. uses the Infants' weather shed, a most
undesirable and inconvenient arrangement at present
unavoidable.
1 find it impossible to arrange for rented accommodation of even a fairly suitable nature.
Negotiations are now proceeding between the Department
and the Dubbo Municipal Council for an additional
area of the Dubbo Park to add to the High School site.
The Council has agreed on condition that the proposed
extensions are made forthwith. This is the only possible solution of a long—standing problem.
In answer to many requests from schools and parents
propose next week to send out Assessment Sheets approving
of the enrolment of pupils who gained over 110 I.Q. This
will involve 121 pupils - still too many, but it is thought
that to decline enrolment to such pupils on the grounds
that there is no accommodation would be a dangerous policy.
e "deferred" pupils will be as follows:1.Q. 106 to 110 34 (including 27 Dubbo pupils)

From my point of view the main problems are:1. What is to be done with the 72 Dubbo pupils most of
whom are under 14 and cannot leave school?
As most of the Dubbo pupils (at least) with I.Qs. of
106-110 have done good work in their classes, one of
the boys, for example ranks 5th in a class of 92 and
a girl 8th out of 80, and others also rank high, what
excuse can be made to the parents?
The pupils from outside Dubbo include some from very
isolated places, e.g., Goodooga.
As was the case last year, stray applications are now
beginning to drift in.
The Chief Inspector will, I understand, be in Dubbo at

discussing this matter with him on the spot if I might be
je notified of the date of his visit.
