Government announces updates to
compensation scheme for victims of
infected blood
• Government commits to
act on Sir Robert Francis’
recommendations on
compensation for victims
of the infected blood scandal
• Following these recommendations,
the Government has committed
to continue support scheme
payments for life
• There will also now be
increased compensation
for those subjected to
‘unethical research’, and
more compensation
routes to financial support
The Government has announced
updates to its compensation
scheme for victims of the infected
blood scandal, which have been
informed by recommendations from
Sir Robert Francis KC.
The previous Government
announced a proposed
compensation scheme on 21 May
2024 for victims, which was based
on the recommendations and
principles from the Infected Blood
Inquiry.
At the same time, Sir Robert
Francis KC was appointed the
Interim Chair of the Infected Blood
Compensation Authority (IBCA),
and was asked by the previous
Government to engage with
victims across the infected blood
community on the proposed
scheme.
Sir Robert found that: “The
overall framework is the result
of a genuine attempt to achieve
in the time available details of
a scheme which aligns in spirit
with the recommendations in my
framework report and Sir Brian’s
recommendations arising out of
that. It provides a credible means
of offering significant - and in many
cases - lifechanging sums to
persons infected and affected by
this terrible scandal.”
Sir Robert has recently completed
his report and the Government has
received his recommendations. The
Government is accepting the overall
majority of the 74 recommendations
Sir Robert Francis KC gave.

and asset consultancy services.
The new generation SCF
Consult expands on the success
of the previous generation of
the consultancy framework,
complementing the SCF integrated
team approach to two-stage open
book procurement, offering clients
greater flexibility in contracting and
pricing models.
This will enable public sector
organisations across London,
the South East and South West
of England to procure Mace and

Corstorphine & Wright services in
the delivery of key projects.
The two firms combine to offer
public sector clients a broad range
of construction, property, estate
and asset management services,
including Design, Engineering,
Surveying and Cost, Project &

to completion, including but not
limited to: planning, urban design
and master planning, development
consultancy advice, strategic
advisory services, multi-disciplinary
design and decarbonation and
sustainability advice.
Mace has secured a position as
lead supplier for Cost, Project and
Programme Management while
Corstorphine & Wright leads for
Design, Engineering, Surveying and
Strategy. Both suppliers can also be
accessed for full multi-disciplinary
project delivery commissions.
