The GBL project seeks to create the ideal municipality, where there exist for citizens,
a high standard of living, sound environmental management and affordable quality
housing which all create a sustainable socio-economic environment. In support of
these objectives, the GOJ intends to identify a private investor to build out the area
allocated for the Urban Town Centre (UTC). The UTC blocks are allocated for mixed
use and residential(townhouse) development. The ET has previously launched the
Urban Town Centre as part of the Phase II round of privatization however after
evaluations the process was considered non-responsive. The UTC is expected to be
designed as a transit-oriented district with a high-density mixed-use community.
The designated location of the UTC will be east of the project area, the blocks are
described as MU (see Appendix 1 below). The UTC is expected to be a truly deûned
central hub, with strategically placed commercial developments and social services
that will run alongside the residential clusters.
The UTC will be supported by a multimodal transportation system to promote
connectivity to other urban centres, which will support the formation of an
urban network. The objective is to create a sustainable and efûcient interchange
which will enable seamless mobility, travel efûciency, user satisfaction and
improved performance of the interchange. The multimodal transportation system
is expected to be comprised of various forms of vehicular transit as well as a
rail system.
