Therefore, the Philippines’ authorities do
not ensure that the programmes delivered
by the MHEIs are fully structured and
include the methods and media of delivery,
procedures, and course material as
necessary to achieve the prescribed
standards of competence, as required by
the STCW Convention and Code.
The following deficiencies were found in the course syllabi
developed by the visited MHEIs and approved by CHED and
MARINA:
