THE URBAN TOWN CENTRE
The Government of Jamaica (GoJ) through the SCJ Holdings Limited (SCJH), the
landowners of Greater Bernard Lodge (GBL) are currently identifying private developers
to purchase discrete development blocks in accordance with the Cabinet-approved
Master Development Plan that was prepared by the National Environmental Planning
Agency (NEPA). This Master Plan, attached, in summary, calls for the utilization of
lands in the Bernard Lodge area, St. Catherine, to develop an integrated township
whereby approximately 3,027 acres of lands are designated for agricultural use and
the remaining 2,370 acres designated for housing projects of up to 16,000 units, for
light industrial and commercial activities, for social services, for open and recreational
use and for a town center.
The GBL Development is part of the original ~29,000 acres Bernard Lodge sugar
estate and is in close proximity to Spanish Town, Portmore and the Caymanas area
that is slated for major residential and economic development. Speciûcally, the
development area consists of the allocation of approximately 5400 acres from
the Bernard Lodge estate which is nestled between Portmore9s satellite township
and the built-up area of Spanish Town.
As part of the implementation of the Master Plan, an Enterprise Team (ET) was
appointed in February 2021, supported by a team from the Development Bank of
Jamaica9s Public-Private Partnerships and Privatization Division, to engage and in
some instances re-engage various stakeholders who would have an interest in the
development activities. The ET is charged with the responsibility of overseeing the
divestment of the non-agricultural lands to qualiûed developers who can in an orderly
manner and in accordance with the provisions of the Master Plan build out a new
integrated township.
