Missing competences in the programmes for master or
chief mate of ships of 500 gross tonnage or more

The provisions of sections 4 and 6 of JCMMO No. 1 of 2019 include
some training courses addressing the management level
competences required by Section A-II/2 of the STCW Code for
chief mates and masters.
The curriculum mapping for the BSMT programme specified in
annex A to JCMMO No. 1 of 2019 does not address 13 out of the
21 competences specified in Table A-II/2 of Section A-II/2 of the
STCW Code. As the curriculum mapping does not address all
the competences required under Table A-II/2 of the STCW
Code, the maritime administration does not ensure that the
level of knowledge, understanding and proficiency is achieved.
