Issue a Request for Proposals (RFP) to attract mission-based or worker owned recycling andcomposting operators capable of meeting Baltimore’s need for expanded collections.The RFPshould include: Long Term Contract (10 years+); inclusion of community benefits in evaluationcriteria; hiring, living wages, benefits, and career pathways; preference for local markets; recoveryof quality materials; economic development; community-based social marketing; and resourcemanagement, performance-based contracting incentives.29 [Previous experience withimplementing successful zero waste initiatives should be highly valued.]4.Establish source-separated recycling and organics collection in all City facilities. All public trashcontainers should be accompanied by a recycling container of equivalent or larger size.
