Framework
This Plan combines the Fair Development Principles with the internationally and peerreviewed Zero Waste framework. This means “the conservation of all resources by means
of responsible production, consumption, reuse, and recovery of products, packaging, and
materials without burning, and with no discharges to land, water, or air that threaten the
environment or human health.” 28
The above Zero Waste definition and the Zero Waste Hierarchy of Highest and Best Use
are key policies that define the Zero Waste framework used in this Plan.
