inconsistent with on-board training
practice and experience.

Hence, as evidenced by the fact that
the MHEIs do not ensure that all
tasks, duties and responsibilities
required to be undertaken by the
students as part of the approved
programme of on-board training, the
on-board training is not structured as
necessary to achieve the prescribed
standard of competency, as required
by Sections A-II/2 and A-III/1 of the
STCW Code.
