he Clackamas County Inter-agency Task Force (CCITF) is a
coordinated group effort by local and federal law-enforcement
officials to reduce illegal drugs and related crimes — including
child endangerment — in Clackamas County.
The Task Force is partially funded by a yearly HIDTA grant, as well as other grants,
and the Sheriff’s Office’s participation in CCITF is funded by the five-year public-safety
local option levy.
The Task Force targets Clackamas County’s illegal drug-trafficking organizations
(DTOs) and distributors through interdiction of sales, trafficking and related crimes.
The CCITF handles calls large and small — from street-level sales to wide-scale
DTOs.
The CCITF is supervised by a Clackamas County Sheriff’s Office Lieutenant. Its
members include investigators, federal law-enforcement agents, analysts and support
staff. The CCITF is also overseen by an Executive Board of representatives from
member agencies.

In 2021, Clackamas
County resident Brandon
Wintringham (pictured)
lost his life to a fentanyl
overdose. Brandon’s
parents sat down with
the Clackamas County
Sheriff’s Office to tell
Brandon’s story in a
powerful video they hope
will raise awareness about the very real dangers
of fentanyl.
Fentanyl is an incredibly powerful synthetic
opioid — 50 times stronger than heroin and
100 times more potent than morphine. It’s also
the number-one killer of Americans ages 18-45
nationwide. Drug overdoses claimed 100,000
lives across the U.S. during the 12-month period
18
Fentanyl
ending April 2021 — the
deadliest year on record
— and 64% of those
deaths were attributed to
synthetic opioids, mainly
fentanyl.
One additional complication in the fentanyl
epidemic is that many
overdose victims may not even realize they’re
taking a pill laced with fentanyl.
Fentanyl is often pressed into counterfeit pills
intended to resemble something you’d pick up
from a pharmacy, such as Oxycodone — and a
user may not know the pill they took was laced
with fentanyl until it’s too late.
Locally, the statistics are startling. Our deputies
have seen a dramatic increase in overdose calls
involving counterfeit Oxycodone / M30 pills, and
it’s only getting worse. In just the first two months
of 2022, the number of seized fentanyl pills
increased 195% over the entire year of 2021 —
and 367% over the entire year of 2020.
According to the Clackamas County Medical
Examiner’s Office and Public Health Division, fentanyl was found in the toxicity report of fatal-overdose victims 6 times in 2019, 18 times in 2020,
and 34 times in 2021 (with more toxicity reports
pending, meaning the number may be far higher).
Thank you to Brandon’s family for bravely
sharing their story. We hope it helps save a life.
