TACTICAL NEGOTIATIONS TEAM
Dedicated to Training
WCSO’s Tactical Negotiations Team (TNT) is a highly
trained and well-equipped tactical team prepared
to address high-risk public safety issues. This multiagency team’s primary mission is to conserve public
safety during very hazardous situations where
conventional police tactics and equipment may be
inadequate.
In December of 2022, members of our Tactical
Negotiations Team (TNT) led an active threat
training with local law enforcement agencies and
fire departments. Training and preparing for the
unthinkable is one way we keep Washington County
safe. Thank you to Tualatin High School for your
partnership.
TNT responds to calls with the Crisis Negotiation
Unit (CNU). CNU works to create peaceful resolutions
during volatile situations by establishing ongoing
dialogue and rapport with the person or persons
in crisis. TNT and CNU are multi-agency teams with
members from Beaverton, Hillsboro, Sherwood,
Tigard, Tualatin Police Departments, and Tualatin
Valley Fire & Rescue (medics on TNT) and FBI (CNU
team members).
TNT hosts this Training four times yearly and
offers it to any available law enforcement officer in
Washington County. At the December training, every
agency in Washington County sent participants.
We are grateful to have partnered with the Tigard
Tualatin School District to help host the Training.
We can better prepare emergency responders for
an appropriate response when creating a realistic
training environment in a school. These skills are
essential and applicable to any active threat situation
- no matter where the event could occur.
In addition to being ready to respond and trained to
resolve complex issues, this team is also dedicated to
providing Training to the community on improving
our schools’ and workplaces’ safety. Each year the
team facilitates active threat training and site security
assessments on local buildings for businesses and
community members.

We are so grateful for the partnerships that help make
this happen. Special thanks to the Tigard Tualatin
School District for their partnership, as they allowed
law enforcement to practice first-hand in a school
setting. This critical Training prepares Washington
County emergency responders to respond
professionally and effectively to any active threat.
