attack again. Florida Country donor patterns
are squarely behind Teresa Mast and Neil
Rainford. ItÕs possible this PAC could be active
in other races.
Wendi Leach is the chair for Florida Country,
and Noreen Fenner is the registered agent and
treasurer. Leach is the Director of Operations
of the Florida Pace Funding Agency. She
reports to Mike Moran, who is Executive
Director of Florida PACE Funding Agency.
PACE home improvement loans are secured by
a property tax lien on the borrowerÕs home, and
the borrower makes their loan payment once a
year via their property tax assessment. PACE
has been criticized by consumer advocates for
deceptive marketing, failing to properly qualify
