10.3.2.8
If the TWC has responsibility for both checking the temporary works and progress of the construction
works, decisions should not be compromised by commercial or other pressures. If the TWC considers
that they are under undue pressure from site management to achieve production at the expense of
structural stability, they should seek assistance from the organization’s DI and/or the PC’s TWC.
10.3.2.9
On large or complex sites the TWC should request that one or more temporary works supervisors (TWSs)
be appointed where assistance is required in the supervision of temporary works (see Clause 11).
10.3.3
Duties of the TWC
The duties of the TWC should include the following:
a)
coordinating the temporary works activities of their organization;
b)
verifying that the PC’s DI has given approval to the contractor to manage and design the
temporary works, and confirming that the organization has accepted their appointment;
c)
confirming that the PC’s DI has either given approval to the contractor to use their own
temporary works procedure, or that the PC’s procedure is to be used;
d)
being aware of any limitations on use of the temporary works for which their organization is
responsible;
e)
liaising with the PC’s TWC to confirm that those involved understand the types and limits of
permits and when they have the authority to proceed by releasing the hold points;
f)
providing information to and receiving information from the PC’s TWC to manage the temporary
works schemes for which they are responsible;
g)
establishing and maintaining a temporary works register (see 5.2);
h)
making available or communicating their works register to the PC’s TWC at agreed intervals;
i)
verifying that a design brief (see 12.2) is prepared with consultation within the project team,
and that it is both adequate and in accordance with the actual situation on site;
j)
where required, providing copies of design briefs to the PC’s TWC and receiving confirmation
there are no adverse effects on, or caused by, the temporary works;
k)
confirming that all temporary works designers and design checkers have been assessed as
competent to carry out designs and design checks;
l)
verifying that any residual risks, identified at the design stage, assumed methods of construction
or loading constraints identified by the designer of the permanent works are included in the
design brief;
m) verifying that the design brief is issued to the relevant TWD;
n)
receiving copies of the design output, design and design check certificates prior to
implementation of the temporary works and, where required, providing evidence to the PC’s
TWC that the design and checking have been carried out;
o)
verifying that the relevant client and/or third‑party approvals, required by the contract, have
been received from the PC’s TWC;
p)
verifying that a documented safe system of work is in place for the erection and dismantling of
any temporary works;
q)
verifying that an inspection and test plan is prepared, along with an appropriate checklist(s),
based on the temporary works design output, and is used to verify that the temporary works
have been constructed in accordance with the certified design;
